CCS in Greece - Critical decisions by DESFA

CCS in Greece

According to greek press, DESFA (National Natural Gas System Operator ), is expected to take the first critical decisions on the course of the "Apollo CO2" project by the summer, given that it is already in the process of studying the project.

In more detail, the Administrator's sources state that the costs are being studied in order to initially determine the sizes we are talking about. At the same time, DESFA aims to make design decisions by the summer, which will mark an important step in the maturation of the project. It is recalled that the project is part of a wider CO2 capture and storage project named "Prinos CCS" and which has been included in the new list of projects of Common European Interest.

DESFA's "share" concerns the collection, liquefaction and transport of CO2 quantities from large industries with high emissions to the storage location of what will be the Prinos underground warehouse, although possibly not only this. In order to do this, DESFA is planning the construction of a pipeline that will serve the CO2 capture units that the cement companies HERACLES (Holcim) and TITAN are planning to install, at their facilities in Milaki in Evia and in Kamari in Boeotia. respectively.

For this specific project, DESFA has received funding of 75 million euros through REPowerEU. Given that these are particularly expensive and complex investments, Administrator's intention is to have "synergies" with the other stakeholders, which, according to information, is being investigated and studied both jointly and independently by each company.

It is worth noticing that the funding that has been approved for Greek projects related to CCS technology has reached half a billion euros, a not inconsiderable amount, if you take into account that it is a new technology and certainly in the initial stage of development in Greece.

However, it "underlines" the increased interest of the companies involved, which, as commented by sources with knowledge of the process, recognize the criticality of the technology for "the day after," when the cost of pollutants will now significantly outweigh the cost of production. It is recalled that from 2028 the free emission allowances will be phased out and therefore until 2035 the exposure of a number of industries to the emission costs will increase.

The projects of DESFA

The pipeline will concentrate the emissions of the two industries in a carbon dioxide liquefaction facility, also to be built by DESFA – and which is not covered by REPowerEU funding. Thus, now in liquid form, the emissions of the two cement plants will be shipped to "Prinos CCS", for permanent storage.

The liquefaction facility will be located in a coastal area in Attica, with Revythoussa being one of the candidate "seats". However, the selection of the location will be made through the technical studies carried out by the Administrator.

Also, the construction of the project will be done at the same time "pacing" of the development of the warehouse in Prinos by Energean. More specifically, the pipeline should be ready for operation in 2026, with the completion of its construction being laid at the end of the previous year.
