Equinor and Linde team up for Hydrogen and CCS Project in the Netherlands

Equinor and Linde have signed a project development agreement to develop the H2M Eemshaven low carbon hydrogen project in the Netherlands.

Equinor will secure access to carbon transport and storage capacity and offer low carbon hydrogen to the market while Linde will build, co-own and operate the hydrogen production and carbon capture and transfer facility.


The aim is to build a facility in the Eemshaven industrial area to reform natural gas from the Norwegian continental shelf to low-carbon hydrogen with CO2 capture and storage (CCS).

More than 95 percent of the CO2 will be captured and stored safely and permanently under the seabed offshore Norway. The aim is to start production in late 2028 and the hydrogen plant will be connected to onshore hydrogen pipelines planned in the Netherlands and Germany.


Grete Tveit, Senior Vice President for low carbon solutions in Equinor, said the H2M Eemshaven project is part of its strategy to develop hydrogen production in three to five major industrial clusters in Europe by 2035.

She said, “Linde’s experience with the safe development, execution and operation of hydrogen and carbon capture plants complements Equinor’s experience and competence within energy marketing and CCS. Together we can produce low carbon hydrogen to ensure reliable and clean energy to Europe.


Stefano Innocenzi, President Region Europe West, Linde, said the transition to a low-carbon economy is steadily gaining momentum.

We look forward to working with Equinor and contributing Linde’s technology and expertise to develop this flagship project,” he said.

The Netherlands has set ambitious climate targets, with policies aiming for a 60% reduction in CO2 emissions by 2030 and climate neutrality by 2050.


Last November Air Products unveiled plans to build and operate a carbon capture and carbon dioxide (CO2) treatment facility at its existing hydrogen production site in Rotterdam.

The facility, set to commence operations in 2026, will produce blue hydrogen for ExxonMobil’s Rotterdam refinery and other clients through Air Products’ hydrogen pipeline network. Once operational, it will be Europe’s largest blue hydrogen plant.
